Brown beef in a cooking pot. It is not necessary to add oil - there is enough fat in the beef once it starts to cook.Add onions and celery and cook until fragrant. Add marjoram and black pepper, cook briefly, then add the rest of the ingredients except the frozen veggies.Bring to a boil uncovered (to boil off alcohol), then simmer covered for about 1 hour or until beef is tender and barley is cooked. You may need to add more water or broth as the barley cooks, so keep check the pot a couple of times during the hour.Remove from heat and stir in frozen veggies.
