Brown until beef is done. Add tomato sauce, tomatoes, brown sugar, vinegar, oregano, 1 of the T. of basil, salt and pepper. Simmer on low heat 10 minutes.While sauce is simmering, heat 4 cups of water to a boil. Add the fresh bean sprouts. Turn down heat to medium, and cook 1 minute only. Drain in a collander.Place 1/2 of the bean sprouts on each of 2 plates. Cover each of the servings of bean sprouts with 1/2 of the sauce. Sprinkle 1 T. of Parmesan on each serving.
