Brown ground beef, garlic and bell pepper, season with salt & pepper. Drain liquid from bean sprouts into measuring cup, add enough water to make 1 3/4 C liquid. Add to meat and green pepper. Simmer 20 minutes, add bean sprouts, soy sauce and sugar. Simmer 15 minutes, add undiluted tomato soup.
