Here is how you make Crock Pot Elk Irish Stew:

Cut the elk into pieces, and lay evenly at the bottom of the crock pot. Peel the parsnips and turnips, wash the carrots and potatoes and roughly chop all vegetables. Layer the vegetables over top of the meat in the crock pot. Pour the beer over top, and prepare the beef bullion cubes according to package direction. Pour the prepared bullion over the vegetables. Sprinkle the parsley over top of the mixture, and slide bay leaves into the pot so they are covered by water. Cook on low for 8 - 10 hours. With half an hour left, check the consistency of your stew. If it is too runny for your liking, prepare a roux as follows: using a ladle or spoon, take about 2 - 3 cups of the stew liquid in a bowl, set aside. Heat the butter over medium heat until bubbly. Add the flour and mix until incorporated. Slowly add the stew liquid to the roux, mixing constantly with a wooden spoon or a whisk. Once all the liquid is incorporated, pour it back into the crock pot, and mix to incorporate. Let simmer for the last few minutes of cooking.
