Get rice on cooking as directed. Heat oil and saute garlic, onions, celery until translucent. Add ground Beef and brown. Stir in diced tomatoes, cooked rice and italian seasoning (to taste).Simmer 5 minutes to blend flavors. Pour 1/2 of sauce into bottom on pan. Nestle the pepper strip in sauce. Cover with rice mixture and remaining sauce. Cover tightly with foil and bake at 350 for 30 minutes.
