Heat 1 T. of oil in large skillet over medium high heat. Cook and stir carrots and celery til tender. Add ground turkey and beef and liquid smoke, cook until browned and crumbled; drain off any excess liquid, return to heat. Add marinara sauce, wine, red pepper flakes, and simmer for 10 min. Stir in milk, half the parmesan cheese and rice. Simmer 5 min. more, or until most liquid has absorbed. Place peppers in a shallow baking dish, fill with meat mixture. Drizzle wth remaining olive oil and top with remaining parmesan cheese. Bake, uncovered, for 30 min. in preheated oven. Serve hot.
