Here is how you make Issa's Stuffed Peppers:

Cut tops off of peppers and clean out seeds and membranes; combine rice and beef thoroughly adding any spices you wish, you can add onion too if you wish; stuff each pepper with beef and rice mixture; pour some tomato sauce in a deep baking pan, about 1 inch; place peppers in pan so they are touching one another and pour additional sauce over peppers. Place in 350 degree (F) oven and bake for about an hour or until sauce is bubbly, a hard bubble.
