Here is how you make Stacey's Healthy Stuffed Peppers:

Rinse peppers and remove inner fibers + seeds. Rince cavity. Drop peppers in boiling water to cover. Simmer for 5 minutes. Remove & set aside to drain. Brown ground beef while stirring in parsley, black pepper, minced onion & cooked rice. After browned, mix in tomato sauce to liking. Then fill each pepper, sliced in half or whole, with ground beef mix and place on baking sheet. If you have extra sauce or desire more sauce slightly poor over peppers after filled.
