Clean and par boil the peppers. Cook ground beef with onions and garlic powder; drain grease. Cook Rice. Mix drained ground beef and onions with rice and mushrooms. Spoon mixture into one or two green peppers. Mix 1/2 can of water with 1 can of tomato soup. Pour over stuffed peppers and refrigerate. Bake in oven for 350 about 40-50 minutes or until bubbling.
