Bring 5 cups salted water to a boil. Cut peppers in half lengthwise and remove seeds and membrane. Put peppers in boiling water and cook uncovered for 5 minutes. Remove and drain. Cook ground beef with onion, celery, and carrots until meat is cooked through and veggies are tender. Drain. Return to pan and add corn, salt, pepper, worchestshire sauce, 1/4 cup cheddar cheese, Parmesan, and 1/2 cup tomato sauce. Cook for about 5 minutes longer. Place pepper halves in ungreased baking dish and fill with meat mixture. Cover with foil and bake for 25 minutes. Uncover and top with remaining cheese and tomato sauce. Return to oven and bake about 5 minutes until cheese is melted.
