Chop onion & green pepper. Heat 2 tsp olive oil in nonstick pan. Add onions & pepper. Saute until soft. Add minced garlic and saute 1 min. Remove from pan. Add 2 tsp oil to pan and add ground beef & ground turkey. Brown. Remove extra fat from pan. Add cooked veg and tomato sauce and simmer until thickened.Cut zucchini into 2 in thick slices. Scoop out center from each slice. Spray baking sheet with nonstick spray or use parchment paper and stand zucchini cups. Stir in 1/2 cup of grated cheese into cooled meat mixture.Stuff each cup pressing mixture into cup. Mound on top.Bake zucchini for 20-40 min depending on the thickness of the rounds. Check for doneness by inserting a knife into zucchini. Remove from oven and top each with remaining cheese.
