Add meat and cook, stirring occasionally, until no longer pink, 1-2 minutes. Remove from pan, cover, and keep warm. Heat remaining oil in skillet till hot. Add mushrooms to skillet and cook until browned, about 4 minutes. Add cabbage and bell pepper and cook until cabbage wilts, about 2 minutes. Stir ginger into vegetables and cook until fragrant, about 30 seconds. Stir in broth, soy sauce, and oyster sauce, and bring to a simmer. Remove from heat, cover, and set aside. Cook and drain noodles. Toss with sesame oil (if using), then toss noodles with sauce and veggies. Stir in scallions, season to taste.
