Mix applesauce and flour until smooth. Stir in half of the oats, and add 3 scoops of whey protein powder. Spray a muffin pan with Non-stick cooking spray and divide mixture into each (12) cups. Use remaining oats to top off muffins. Sprinkle wheat germ over oats and use a butterknife to turn crumbling once in each cup to slightly mix the topping. Bake at 350 for 25min.
