Place the broccoli in a small, non-stick frying pan on medium heat. Meanwhile, in a small mixing bowl, beat the egg whites, milk, salt, and pepper until light and frothy. Pour into a small non-stick frying pan over med low heat and cover with a lid; cook for 5 minutes, checking occasionally to ensure it does not burn. Toss the broccoli once and remove from heat; set aside. When the egg white mixture has solidified at least 80%, flip it to cook the other side. As the 2nd side is cooking, spread the cooked broccoli and the shredded cheddar over half of the egg. Using a spatula, carefully flip the cooked egg, folding in half over the broccoli and cheese.
