Combine oats, water and milk in a large bowl. Refrigerator overnight. Preheat oven to 300 degrees. Drain liquid from the soaked oats. Mix in cocoa powder, vanilla, and Splenda if desired. Spread onto an oiled baking sheet in a thin layer. Shave dark chocolate using a vegetable peeler over mixture. Bake for 30 minutes, stir, then bake for another 30 minutes.
