Melt first three ingredients together in sauce pan over low heat. Pour in bottom of well greased 9x13 pan. Place frozen rolls on the caramel mixture in the bottom, 5 rows of 4 rolls. Let rise until nearly to top of sides of 9x13. May stick in refrigerator overnight and set out to rise about 2 to 2 1/2 hours before baking. Bake in 350 degree oven for 25-30 minutes.
