Add milk slowly until mixture comes together (you may not need all the milk) put some flour on a wax sheet then put dough on wax sheet and add a little more flour to the top. fold 2 or 3 times with the flour until its not sticky. pat out and cut. when you put them on the baking sheet make sure they are touching. this will help them rise.
