Chop the onions and Bell Pepper and sautee them untill soft and the onion translucent.meanwhile beat egg and add Milk, Tarragon, salt and pepper. Once the onion is translucent pour egg into pan and let fry. Sprinkle cheese on top of egg.Meanwhile toast bagel.
