Heat Oven to 350 degrees. Line Muffin Pan with liners or lightly spray with cooking spray.In a mixing bowl combine dry ingredients. Make a well in center of dry ingredients and add the eggs, water, oil and vanilla. Mix together. Fold in the Blue berries. Use an Ice Cream Scoop to fill the muffin pan. One scoop per muffin.
