Preheat oven to 350 degrees.In a medium/large bowl, mix together the "dry" ingredients: Wheat germ, flour, baking soda, and salt.In a small/medium bowl, put the "wet" ingredients: Buttermilk, brown sugar, Splenda (or granulated sugar), applesauce, egg, canola oil, vanilla extract, and raisins. Beat with a blender on medium speed until frothy, 1-2 minutes.Make a well in the middle of the dry ingredients, and pour in the wet ingredients. Mix with a spoon until just barely wet, then fold in the raisins.
