Makes 8 muffins.Preheat oven to 375. Grease muffin tins or use paper muffin cups. Sift together the flour and the baking powder.In another bowl, blend the butter, cinnamon, salt and brown sugar until well combined. Blend in egg and skim milk. Pour wet ingedient mixture over the flour mixture. Stir just until combined. There will be lumps, do not over-stir. Add raisins. Pour batter evenly into prepared muffin tin.
