Here is how you make Potato and Cheese Gratin:

Preheat oven to 400 degrees. Grease a 13 x 9 inch dish and set aside. Place 1/3 of the potatoes in the dish. Sprinkle with black pepper and 1 teaspoon chicken bouillon. Next add 1/3 of the cheese and 2 tablespoons flour. Continue in this manner, adding 2 more layers. Combine heavy cream and remaining 1 tablespoon chicken bouillon in a bowl. Pour mixture over the potatoes and place in oven.
