Here is how you make Dougher English Toffee:

Cover two edged cookie pans with parchment paper. Heat the sugar, butter, and water in a saucepan over medium heat, stirring constantly. Heat to the "hard-crack" stage, or 300-320 degrees fahrenheit. When the candy starts to smoke, count to ten, then pour candy out onto parchment-lined pan. Break up the chocolate and spread half on top of the toffee as soon as the heat from the candy melts it. Sprinkle with almonds. If you wish to put chocolate & almonds on the other side of the candy, flip the candy onto the other cookie sheet and cover the other side.
