How Do I Make Sandy's Frosted Brownies?

Here is how you make Sandy's Frosted Brownies:

Dissolve cocoa into melted margarine. Add remaining ingredients in order listed. Spread in greased 9 x 13” pan. Bake 25-30 minutes at 350°. Cool completely, then frost.(Note: When I make these, I add 1t baking powder to give them just a small amount of lift. Sandy insists it shouldn't be done, but I think they are even better that way.)For frosting, dissolve cocoa into melted margarine. Stir in milk and vanilla.
