Stir in water or milk, raisins, cloves, nutmeg, allspice and salt. Bring to a boil and cook at boiling for 5 minutes, stirring occasionally. Remove pot from stove and allow to cool. Sift together flour, baking soda and baking powder. Add this to cooled mixture and beat thoroughly. Stir in nuts. Pour batter into buttered baking pan Bake at 350F. for 40 minutes.
