Whiz lemon zest and sugar in food processor until sugar is very damp and yellow and lemon zest is barely discernible. Mix sugar/zest mixture with eggs on high speed for 5 minutes until light and thick. Add yogurt and lemon juice and mix. Add oil and mix. Add dry ingredients.
