Mix sugar (or reduce calories by using Splenda), hot water and oil in a saucepan. Add raisins, cinnamon, cloves and salt, bring to a boil and boil 5 minutes. Remove and cool completely. (May do ahead of time). When cool, add baking soda dissoved in 2 tsp. of hot water. Add flour and nuts. Stir. Bake at 350 degree for 45-60 minutes in a greaded 9X13 cake pan.
