Here is how you make Cream Cheese Streusel Bars:

Preheat oven to 325 degrees. In large bowl, combine conf. sugar, flour, cocoa, and salt; cut in butter until crumbly. Set aside 1/2 cup for topping. Press remaining crumb mixture into 11X7 (I used a 12 x 8) inch pan coated with cooking spray. Bake 8-12 min. or until set.In a small bowl, beat cream cheese, milk, egg, and vanilla until blended. Pour over crust. Bake 15 minutes. Top with reserved crumb mixture; bake 5-10 min longer or until filling is set. Cool on wire rack. Cut into 15 bars.
