In a separate medium bowl mix the margarine and powdered sugar with an electric mixer to cream. Gradually add the bowl of dry ingredients to this cream. I found it easier to knead in with a spatula or your hands, the electric mixer breaks it down too much. The dough will be kind of stiff and a little crumbly. Tear off pieces and roll into little balls, then place on a cookie sheet. Bake at 350 for about 15-20 mins. They don't expand or anything so you'll have to check them with a toothpick to make sure they are baked through. Afterwards, let cool slightly, so that they are just warm. Roll in powdered sugar and place on a rack or plate to finish cooling. Makes 20-24 small balls.
