Preheat oven to 325 degrees.Spray tart pan with vegetable oil baking spray.In a small bowl, whisk flour and baking soda. Set aside.In mixer bowl with paddle attachment, combine butter with sugars on medium speed until light and fluffy. Scrape down bowl.Change speed to low and add salt, vanilla and eggs. Beat until well mixed about a minute. Add flour mixture. Mix until just combined.Stir in chocolate chips.Press into prepared pan and bake until edges are golden and center is almost set. About 40 - 45 minutes. Let cool slightly to set before cutting.
