2.5 cups powdered sugar
.5 cup unsweetened cocoa powder
1 Tablespoon cornstarch
.25 teaspoon salt

Here is how you make Deep Dark Chocolate Cookies:

Preheat oven to 400 degrees F. Spray 2 large baking sheets with cooking spray. Melt 1 cup cocolate in microwave safe bowl, stiring frequently. Cool slightly. Beat egg whites with mixer until soft peaks form. Gradually beat in 1 cup sugar. Continue beating mixture until resembles marshamallow creme. Whisk 1 cup sugar, cocoa, cornstartch an salt in medium bowl to blend. On low speed beat dry ingredients into meringue. Stir in lukewarn chocolate and 1/2 cup chocolate chips (dough will be stiff). Place 1/2 cup sugar in small bowl. Roll 1 rounded tablespoon of dough into ball and roll in sugar, coating thickly. Place on baking sheet 2 inches apart.
