Add oatmeal and brown sugar and cook until creamy, and about half of the liquid has cooked.While the oatmeal is cooking combine flour, splenda, salt, baking powder, vanilla, butter, and egg.Add oatmeal mixture. Add hershey syrup and peanut butter. Mix untill well blended.Spoon 28 heaping spoonfulls onto a cookie sheet(s).
