In a small saucepan whisk together the cocoa powder and hot water. Bring to a boil, stirring constantly for one more minute. Remove from heat and cool completely. In a mixing bowl, beat together the pudding mixes and 1 quart milk until thick. Place eggs into a blender. Blend on high until fluffy or lemon-colored. Slowly add sugar to eggs while blending. Add vanilla hazelnut and cream. Pour into 1-1/2 gal. ice cream freezer. In batches blend remaining 2 quarts milk with the cooled cocoa mixture and pudding. Mix all together.
