Put butter, sugar, and evaporated milk into a pot and bring to a boil at a med/high heat while stirring constantly. Once boiling starts, time it for five minutes or bring to a heat of 238 degrees Fahrenheit on a candy thermometer. Once at 238 degrees or after five minutes, remove from heat. Continue stirring while adding the semi-sweet chocolate chips, fluff, and vanilla extract one at a time. Stir until thoroughly blended. Pour mixture into a grease baking pan (9" x 13").
