Combine cocoa powder, equal, and hot cocoa mix in a mug. Add one cup of room temperature water and stir thoroughly with a fork. Place in blender and add 2 cups of ice and 1 tsp of chocolate syrup. Blend for about a minute, and if mixture is not thick enough add 1/2 to 1 cup more ice. Pour into a cup and garnish with whipped cream and other tsp of chocolate syrup. Makes one serving.
