Preheat oven to 350 degrees.Prepare meringue: Beat egg whites with vinegar and salt until soft peaks form. Gradually add sugar, beating until stiff glossy peaks form. Spread meringue equally on bottom and sides of pie crust and bake for 12 to 15 minutes. Let cool.Prepare filling: Melt chocolate chips in heavy saucepan over low heat. Add water, egg yolks and cook, stirring constantly, until mixture is smooth. Allow to cool and then spread 5 tablespoons of the chocolate mixture over meringue. Whip heavy cream and spread half of it on the chocolate layer. Mix the rest of the whipped cream with remaining chocolate mixture and layer on top.
