Here is how you make Cocoa Mochi:

In a saucepan, mix sugar and cocoa well. Add 1 cup water and heat to dissolve sugar.Mix flour and 3 cups water in a large bowl until smooth.Cover and microwave 5 minutes on High.Remove and mix well.
