Add Just Whites to the water & break up slightly with a fork. Let stand for 2 minutes. Beat on medium speed until the Just Whites have dissolved and the mixture is frothy. Add vanilla & cream of tartar. Increase speed up to high & continue to beat, adding the sugar a tablespoon at a time, until very stiff peaks form. Spoon large dollops of the mixture onto the cookie sheet, leaving galf an inch between each, & bake for about 2 hours, turning the pan about half way through, until firm & crisp. If desired, cool in the oven with the door ajar for maximum crispness, or cool on a rack.
