Makes 40 cookies.Preheat oven to 400 degrees (F). Grease cookie sheets. Into large bowl, measure all ingredients except powdered sugar and lemon juice. Add 1/3 cup cold water. With mixer at medium speed, beat until well mixe, occasionally scraping bowl.Drop mixture by rounded tablespoonfuls, at least 2 inches apart, onto cookie sheets. Bake 7-8 minutes or until top springs back when lightly pressed with finger. With pancake turner, remove cookies to wire racks; cool. Meanwhile, mix powdered sugar with 3 tsps water.
