Mix bottom layer ingredients together til crumbly. Spread into 9" ungreased square pan. Bake for 5-10 mins at 350 degrees F.Combine 4 cups water, coconut flavoring, sugar and milk in saucepan and boil for about 8 mins. Combine cornstarch and 1/2 cup water. (May need to add a little more water if difficult to stir). Add to boiled mixture and stir til thickened. Remove from heat and continue to stir for about 2 mins. Pour over bottom layer. Cool. Cover with whipped topping.
