Here is how you make Sahlab ( Starch Pudding):

Dissolve the cornflour in the water adding extra water if required and set aside. Pour the milk in a saucepan and bring to boiling point while stirring continuously. Once the milk has reached boiling point stir the cornflour one last time to make sure it has not settled and while stirring the milk pour the cornflour inside the milk a little at a time. The milk should start to thicken immediately, lower the heat under the milk and continue to stir for a further 2 minutes. Pour the milk into cups and add sweetener to taste.
