Here is how you make Stuffed Green Peppers:

Cut green peppers in half lengthwise, scrape seeds and membranes out. Place in pot cover with cold water and bring to a boil for 3 or 4 minutes. Take out, drain and place in a 13x9 baking dish. Cook rice according to directions. Brown ground beef and onion, add all spices, drain. Add Rotel, 1/2 cup cheese, 1/2 cup tomato sauce and rice. Mix well. Stuff each pepper with mixture.
