melt margarine, milk powder and 1 1/3 cups water in microwave 2 min. Meanwhile brown meat in a 4 qt sauce pan. add all except potatoes and milk mixture to the pan and simmer 15 min. Mix milk mixture with dry potato flakes until smooth. Pour sauce pan into a 9x13 glass baking dish. spread potatoes evenly over mixture.
