Whisk 2 tb oil, lemon juice 1 garlic clove and lemon peel in small bowl. Set aside.Heat 1 TB oil in saucepan over medium heat. Add couscous, spriking with salt and saute until couscous is golden brown. Add broth, increase head and bring to a boil. Reduce heat to medium-low, cover and simmer until liquid is absorbed and couscous is tender, add additional broth if needed. Meanwhile heat remaining oil add veggies and remaining garlic, cook until crisp tender. Transfer to bowl. Add couscous to bowl, toss with chives and cheese.
