Coat broiler-pan rack with cooking spray. Preheat the broiler. Season the fillets with salt and pepper and place on the prepared racj. Broil 4" from the heat for 3 minutes per side or just until opaque. Meanwhile, bring water to boil in large nonstick skillet over medium-high heat. Add garlic and stir for 1 minute. Add beans, tomatoes and chicken broth. Cook, stirring occasionally, for 3 minutes, or until heated through. Add watercress and parsley and cook for 30 seconds or until watercress begins to wilt.
