Here is how you make Cathy's Beef Stew:

Cut onions and potatoes into quarters. Slice garlic and carrots. When choosing beef, if available, buy stew meat already cut into cubes or cut into large bite size peices. Mix flour, salt and pepper, dredge beef in flour. Place oil in frying pan, heat until hot, add meat and saute until brown. Take off heat and place in slow cooker. Add water and all other ingredients.
