Here is how you make Beef Stuffed Bell Peppers:

Cut bell peppers in half and clean out the insides. Parboil them for 10 minutes in boiling salted water. Remove gently and place on paper towels to drain. Place bell pepper halves in 9 X 13 pan. Steam frozen rice in microwave and set aside. Brown ground beef. Season with salt & pepper. Add in onions, garlic, tomatoes, tomato sauce, & worcestershire sauce. Spoon filling into the pepper halves. Bake at 350 deg. for approx. 30 minutes.
