Here is how you make Kitty's Cabbage Roll Casserole:

Brown ground beef and onions until beef is no longer pink. Drain. Mix the instant white rice with it. Mix separately the tomato sauce, water and pepper. In oiled 9 x 13 pan, put all the cabbage in the bottom, then layer all the meat mixture, and now pour the tomato sauce mixture over this, making sure to get it in the corners.
