Preheat oven to 325F. Chop up onion and coarsly shred cabbage. In a frying pan sear beaf for 1 minute. Add chopped onion, pepper and rice, stir and cook for 2 or 3 minutes. Mix in soup and water. Put cabbage in bottom of a greased casserole. Pour meat mixture over top and do NOT stir.
