Finely Crumble tortilla chips in bottom of a large rectangular casserole dish to form a crust. Brown ground beef in a skillet, then add Chopped onions, green chiles, soup, and then re-use soup can to measure and add skim milk. Bring to a boil then let simmer for 5 minutes. Pour the mixture on top of the crumbled tortilla chips. Evenly sprinkle the shredded cheese on top. Bake at 350 for 30 minutes. Take out of oven and evenly sprinkle on chopped scallions.
